Breaking Borders: The Newest Countries to Simplify Apostilles

I’m about to embark on what is officially my first real vacation in I don’t know how many years. 

Seriously, I’ve lost count. As I set sail on a cruise this week (yes, a real cruise!) with one of the stops in beautiful Greece, I couldn’t help but think about how Greece plays its part in the Hague Apostille Convention.

Soon, I’ll be sipping something fruity on the Lido deck, so I thought I’d share some fascinating insights about how countries become part of the Apostille Convention before I go. 

And, since I’ve been doing this apostille thing for a long time, I’ll also introduce you to some of the newest members of this prestigious international treaty.

What is the Hague Apostille Convention?

If you’ve been around the apostille block, you probably know this already, but in case you’re new here: the Hague Apostille Convention is a global treaty that makes it easier for countries to recognize public documents from other countries. Think birth certificates, marriage licenses, or even corporate documents. Instead of jumping through hoops with embassies and consulates, an apostille simplifies the process by authenticating documents with a single certificate.

How Does a Country Join?

It’s a bit like applying to an exclusive club. Here’s how it works:

  1. Accession: The country submits an official instrument of accession to the Ministry of Foreign Affairs of the Netherlands, the depositary of the treaty.
  2. Acceptance: Current member countries have around eight months to object. No objections? You’re in! 
  3. Implementation: Once accepted, the new member sets up a process to issue apostilles.

Welcome to the Club!

I’ve been tracking the Hague for years, and it’s always exciting when new countries join. Here are the four most recent additions:

  • China: Deposited its instrument of accession on March 8, 2023, during the annual meeting of the Council on General Affairs and Policy. The convention entered into force for China on November 7, 2023.  With its massive international footprint, this was a big deal! And, to date, they’ve already processed WELL OVER 800,000 apostilles! 
  • Canada: Our friendly northern neighbors deposited its instrument of accession on May 12, 2023, marking the 1000th treaty action relating to an HCCH Convention or Protocol. The convention entered into force for Canada on January 11, 2024. Finally, no more embassy runs for Canadian documents!
  • Rwanda: This amazing African nation deposited its instrument of accession on October 6, 2023, with the convention entering into force on June 5, 2024. What a milestone for streamlining global business and personal transactions for Africa!
  • Bangladesh: Deposited its instrument of accession on July 29, 2024, with the convention set to enter into force on March 30, 2025.  It’s exciting to see the convention grow in Asia!

Each of these accessions represents a big leap forward in simplifying international document legalization.

And Greece?

Since I’ll be exploring Greece this week, I had to share this…

Greece has been a Hague Convention member for decades. Not only that, but they’ve embraced technology, rolling out an e-Apostille system that’s faster and more efficient. It’s a great example of how countries can adapt and improve their processes over time.

The US is close behind with eApps too! There are already eight states in a pilot program, with Montana leading the way with the most efficient system to date. 

Why Does This Matter to You?

As an apostille agent, understanding how the convention works, and which countries are members, is essential. Knowing which nations are part of this system (and when they joined) helps you provide accurate, efficient service to your clients. Plus, staying informed keeps you ahead of the game, whether you’re a seasoned professional or just starting out in the industry.
